Council of Europe Framework Convention on Artificial Intelligence, Human Rights, Democracy and the Rule of Law

The first international treaty on artificial intelligence open to signature beyond its drafting bloc, covering AI activities in the lifecycle of systems that have the potential to interfere with human rights, democracy and the rule of law.

It obliges parties to adopt measures rather than prescribing them directly, which makes it a floor for domestic legislation rather than a directly applicable regime. Signature is not ratification, and ratification is not implementation โ€” an organisation assessing its exposure should look to the domestic measures a party adopts rather than to the Convention text.
